Open Data, Open Science & Open Innovation for Smart Specialisation monitoring

In many occasions, data collection and data publication practices make it impossible to properly monitor smart specialisation. In this report commissioned by and co-authored with the JRC, we explore how these new practices and data sources can contribute to S3 monitoring at the instrument, priority and strategy level.

The report includes practical data management principles and identifies specific data sources and tools that could help address the main challenges faced by S3 monitoring authorities so far.
